In November 1992 the City of Victoria replaced the traditional rebel flag flying in DeLeon Plaza and on the city seal with a more historically accurate and less racially-charged flag that was actually the first national flag of the Confederate States of America. Differences over symbolic and cultural backgrounds have once again fueled recent events calling into question whether it is time to remove the flag.
